Skew-ring congruence on quasi-regular semiring

The skew-ring congruence of a class of semirings whose additive reduct is quasi-regular semigroup is characterized by using a class of special ideals.Similary to ring in which ideals and congruences are one to one,the relation between a class of special idea and skew-ring congruence is given.
