Design and realization of network planning management and control system in uncertain environment

To overcome the existing bug of traditional conventional network planning technique, this paper applies the connection number theory of Set Pair Analysis to improve the traditional one and gives the design idea and system structure of network planning management and control system in uncertain environment. Furthermore, the paper elucidates the key technology and offers solutions.
