Yunfeng Kong · Geography and Geo-Information Science · 2006
Based on the theoretical analysis and case study of GIS projects, this paper summarizes the principle, content and procedure of GIS project feasibility study systematically. The author argues that the comprehensive feasibility study of a GIS project should consider the organizational environment strategically,evaluate/analyze the technical, financial, organizational and implemental achievability tactically, and write the feasibility report carefully.Technical feasibility analysis is to evaluate the maturity of GIS software, the complexity of integration solution and the availability of GIS talent.Financial feasibility study is to identify the items of GIS cost and benefit,to estimate the cost and benefit, and to calculate the investment indicator. The organizational and implemental feasibility analysis is to judge the acceptability of organizational changes caused by introducing GIS and the difficulty of project management. It is suggested to introduce a guideline of GIS feasibility study for GIS project manager based on GIS case studies.
