This paper focuses on the application development process and encoding rulers of ANS.1 in mobile communication systems. We introduced the basic concepts and the application development process of ANS.1 and discussed the BER and PER encoding rulers by studying an example. The results will be instructional for developing the protocol of mobile communication systems.
