Taking broadband access network as example, this article discusses the method of local network classification, and through building evaluation system,analyzes the local network's input level of resources and development capacity. The comparative analysis of local networks from the same operator can response the questions of network construction and operations,and also can help to set the benchmark of investment benefits and the cost. It will be positive for improving management level of telecom operators.
