Survey of Flow Regulation Methods in Best Effort Internet

One of the most important topics in networks research is how to effectively regulate flows. While in Best Effort Internet, the key issue of flow regulation is unresponsive flow control. After an introduction of this research and its methodology, the paper makes discussions on current research achievements, and indicates the foreground of development.
