The paper applies the theory of economics of information to analyze institutional source of using scientific research funds inefficiently at present, and puts forward many suggestions for the reform of the institution of using scientific research funds From the point of view of economics of information, the institution of using scientific research funds efficiently must satisfies two conditions: (1)Adverse Selection in distributing sciencific research funds must be solved successfully; (2) Moral hazard of researchers who undertake profect must be solved
