This paper analyzes the composing system of the guarantee ability of electromagnetic spectrum on battlefield,cloud theory has been proved to be an excellent mathematical tool for dealing with uncertain and vague description of objects,and it can realize the transforms between qualitative concepts and their quantitative expression.In the meantime making use of cloud theory and AHP establish valuation mathematics model,and give examples to valid valuation of the guarantee ability of spectrum of electromagnetic radiation on battlefield,and get correspond of conclusion.
