DSP Realization of EVRC Rate Decision Algorithm

The rate decision algorithm is critical in the variable rate speech coding technology. The EVRC(Enhanced Variable Rate Coder) rate decision algorithm is introduced in detail. How to realize the algorithm on TMS320C54X DSP is described.
