Research on Rapid Generation Technique for Environment Emergency Plan

In view of the problems of poor timeliness and dynamics in current environmental emergency plan,the paper proposed one solution combining case-based reasoning,rule-based reasoning and spatial data.A method based reformed-analytic hierarchy process is discussed to identify characteristic attributes and its weights.Some primary techniques are studied,including case representation,case retrieval,case adaptation and system learning.And at last,the system is successful constructed.
