As the important component of road traffic safety system, Highway Emergency Rescue System (HERS), which is consisted of Surveillance and Control Subsystem (SCS), Information Transmission Subsystem (ITRS), Rescue Organization Subsystem (ROS), Rescue Implementation Subsystem (RIS) and Rescue Management Subsystem (RMS), reduces highway accident mortality and improves the highway transportation safety. Further, to improving the road traffic safety, the devices of HERS should be effectively maintained to ensuring the devices of HERS in good status. However, there are large quantities of devices in HERS, and thus it is very difficult to maintain these devices timely and effectively. In order to improve the maintenance efficiency of HERS, a maintenance model which employs failure rate (probability of top events) as the performance index is presented based on the Fault Tree Analysis (FTA) method. In the provided model, the minimal cut sets and its structure importance which mean the failure modes and probabilities of devices in HERS are calculated and applied to establishing the maintenance plan of HERS, where the key failure modes and key devices which have large structure importance are pay more attention, the maintenance methods and tools are prepared in advance and thus reduce the workload and improve the efficiency of maintenance for HERS.
