Numerous measurements show that this is not an effective approach. It has on the other hand been shown that reviews are the most cost effective way presently known of unearthing defects. The processes of Review (R) and Defect Prevention (P) are nonnally intertwined (RP and with strong reference to the ISOIIEC 15504 (SPICE) process capability levels suggests a novel framework containing a possible sequence of improvement steps towards the Established Level 3. The paper is supported by interesting data and case studies on reviews from the University ofIceland.
