Bit-rate Prescription for Adaptive Run-length DCT Coding.

A method to prescribe bit-rate for adaptive run-length DCT coding is described.To make the coded bit-rate within the prescribed quantity, the quantization step width of DCT coefficient is determined from the total bit-rate estimated from prescanned data of selected pixels.The bit-rate estimate is quickly obtained by simple addition and subtraction.The variation of the quantization step width over an image to be coded was kept small to make the image quality uniform The fnal bit-rate lies within 0--4.0% of the prescribed value.
