Engineering Resource Management Solutions by Leveraging Dual Data Fusion Solutions

This paper describes how the Dual Node Network (DNN) architecture organizes and unifies applications layer software approaches to Data Fusion & Resource Management (DF&RM). Refinements of the Joint Directors Lab (JDL) Fusion Model levels and ‘dual’ RM process model levels are proposed to take advantage of their duality to bootstrap the less mature automated RM services. The DNN Levels are used to divide & conquer DF&RM software developments. The DNN technical architecture provides the DF&RM system developer a hierarchical decomposition and orchestration of the Situation Awareness (SA) and Command & Control (C2) application services. This enables affordable extensibility of DF&RM services via standard DF&RM node interfaces. Its scope is broad enough to enable representation and comparison of alternative DF&RM approaches. The DNN eases understanding and reuse of DF&RM design alternatives.
