We report on the design and implementation of COREPDS (centralized online real-time electronic public distribution system) a large-scale Information and communications technology (ICT) intervention in the distribution supply chain of the PDS in Chhattisgarh, India. Applying the Capability Approach (CA) framework, we explain how the material agency of COREPDS technology artifacts enables human agency and key beneficiary capabilities to be enacted through the provision of affordances and constraints for the users of COREPDS.
