Network has become important public platform for the public to express the opinion, to discuss public affairs, to participate in economic social and political life. The spread of information network public opinion geometric progression growth, it is necessary to monitor and analyze network Public Opinion for the government to manage the public opinion information and to timely discover hot spots and to correctly guide public opinion trends. Therefore, Network Public Opinion monitoring and analyzing have become a hot issue in recent years. Now the main mature technology is the statistical analysis based on key word. However, there is still much room for improving its effectiveness. This paper describes a framework of network Public Opinion monitoring and analyzing system based on semantic content identification to solve some key problems of the public opinion.
