Acquisition Strategies for Service-Oriented Architected Spacecraft Command and Control Systems

The advent of Service-Oriented Architectures and their usage in the development of software systems has created the need for unique strategies in the acquisition of spacecraft command and control system software based on these architectures. In the past, programs relied heavily on one vendor or contractor to provide a product that provides all the functions of the desired system. In a Service-Oriented Architecture world, a system may be composed of products from many vendors. In addition, the integration of many diverse products represents a large effort that must be carefully executed using standards and best practices. To further complicate matters, a system architecture must be developed that is compatible with the selected products. This paper will address these challenges by discussing specific strategies and guidelines to assist in the acquisition of Spacecraft Command and Control Systems based on a Service-Oriented Architecture (SOA). In particular, a tailoring of the Software Acquisition Capability Maturity Model (SA-CMM) will be presented.
