PROBLEM FRAMES IN COMMUNITY COLLABORATIVES: EXPLORING THE EFFECT OF FRAME ALIGNMENT AND OBLIVIOUSNESS.

The article discusses some of the problems which arise in the course of attempts at interorganizational or interagency collaboration. For the sake of clarity, local groups consisting of representatives of organizations who are all stakeholders in a given problem domain, and meet regularly to address issues related to it, are labeled community collaboratives. These entities, also known as partnerships or coordinating councils, are often focused on issues such as resource management, domestic violence or substance abuse. A discussion is presented of problems which arise when members of these community collaboratives not only fail to share the same assumptions and perspectives, but even fail to recognize that they do not share them.
