What makes software management hard?

Software process management is examined as a control system. We suggest that module specific learning is a factor that causes a loss of variety in the controller, thus leading to uncontrollable processes. A hybrid model is introduced to examine the behavior of this factor. Using the model, an experiment is conducted that illustrates the impact of module specific learning. The experiment also shows that exceptional programmers cannot offset the loss of variety.
