The Evaluation to Emergency Response Capacity of Chinese Civil Aviation with Hybrid Model

In this paper we study many unexpected events in recent years of the Civil Aviation; establishing the index system consists of early warning capabilities, controlling capabilities, rescuing capabilities and emergency supplies supplying capabilities for emergency response capacity evaluation. We propose a new hybrid evaluation model combining a rough set (RS) and back-propagation artificial neural network (BP-ANN) for emergency response capabilities analysis. The result indicates the hybrid model provides a good alternative to the conventional method in terms of identifying the contribution of individual systems in Civil Aviation. With the results of our evaluation, we give some suggestions for improvement when the performance of collaboration system is ranked "bad".
