Real-time traffic counts between entry and exit of intersections are important input data in traffic signal control system, and also difficult to get. Dynamic estimations of OD matrices have been shown to be fundamental for development of advanced traffic management systems (ATMS). This paper has made use of time-series of traffic counts measured at entries and exits of intersections, analyzed characteristics of real-time traffic counts of intersections, and put forward a model of dynamic OD matrix estimation for intersections based on discount coefficient and platoon dispersion coefficient. In order to solve the problem of getting real-time traffic flows, this paper designed a mutative scale chaos optimization algorithm based on reduced gradient, introduced penalty factor. Experimental results show that the model and algorithm are efficient and accurate, and can be applied in on-line systems.
