Requirements Analysis of Unmanned Aircraft Systems for Emergency Response Operations

The integration of unmanned aircraft systems into the national airspace is a national imperative in light of the opportunities and benefits that are expected from their implementation across a wide range of applications. Emergency response missions are of particular interest, and as we show in this work, well suited for UAS operations. We conduct a requirements analysis for UAS emergency response operations by identifying known gaps in emergency response capabilities, existing response missions conducted by aircraft systems, and down-selecting those that hold most promise for implementation via UAS. We then present a phased requirements decomposition, first from a mission perspective utilizing established operational activities, and then from a scenario-based perspective where contextual elements are decomposed to further reveal necessary UAS capabilities. Lastly, we identify existing UAS well suited for response missions of interest by applying developed requirements as attribute filters on a UAS database.
