Multimedia content is one of the most popular data in internet but its data is commonly large and streaming it puts lots of pressure on original server which this data is located. Caching is one of the main techniques to move pressure from original server to edges of the internet. Due to congestion control and packet loss, perceived quality of the viewer and the quality of multimedia objects in the cache cannot be as well as the original server. Retransmission is the main way to improve the quality of the cached video after the initial transmission. In this paper a new heuristic named Closest Frame Shortest Gap Lower Layer First is proposed which considers the current viewer and cached quality simultaneously.
