EMS: A Management and Scheduling System for the ESA Tracking Network

The ESTRACK Management & Scheduling System (EMS) is a key new component of the ESA Ground Segment that supports efficient management of the ESA Tracking Network (ESTRACK), and integrates the interfaces required to support cross-support and interoperability between ESA and other Agencies or operators. This paper describes the new management and scheduling operational concept supported by EMS, and presents the benefits of the new system to ESA and non-ESA missions, together with the constraints on the mission organization introduced by the interface to EMS. It then concentrates on the planning component of EMS, providing examples of network service allocation for existing ESA missions, and explaining how ESA’s software re-use policy is being instrumental to ensure a timely cost-effective implementation of the system, based on the re-use of the design and code from three different sources.
