In this paper we report a new method of simulating a fully developed Eulerian turbulent velocity signal. Fractional gaussian noise was applied to the random force of Langevin equation. simulated stationary signal has a spectrum whose power law exponent is -5/3 when we fixed the Hurst exponent at H=1/3. Kolmogorov's local similarity hypothesis (1941) was well satisfied, therefore, this result shows us one possibility that self similer structure in a real space gives the Kolmogorov spectrum. We also performed the wavelet analysis in order to compeare the simulated signal and the experimental one. It was found the local Hurst exponent has the same distribution with each other.
