Galileo Ground Segment Upgrades and Parallel Operations in Preparation for Early Service Provision

This paper presents operations methods and results, on the performed Ground Segment upgrades in the Galileo Control Center in Germany, Oberpfaffenhofen. The challenges of performing ground segment upgrades, in parallel with real operations lies on the system constraints and the necessary strategies to minimize the risk of outages during the upgrades. A description of operations preparation for Galileo Early Services Provision and Full Operational Capability phase is provided. We also present an overview of the operations processes and planning methods to handle constant ground infrastructure and constellation upgrades. The expansion on the Ground Control Segment, to be capable of dealing with 4 IOV satellites, 8 FOC spacecraft, as well as the Ground Mission Segment integration activities. Finally we comment on operations lessons learned and the necessary coordination with Galileo external entities to achieve the main goal of Galileo early service provision.
