Currently, the screen size of popular mobile phones are all small. In order to maintain the clear video stream, the constant bit rate must be retained. On the basis of the intra-prediction coding, we put forward an improved algorithm of DCT coding quadratic interpolation optimization. Based on the intra-prediction coding DCT mechanism, the method of using DCT encoding quadratic interpolation can make a constant stream, and can weaken the blocking effect for small size screen, and can also improve the clarity of images on condition of keeping video stream speed stable. Experimental results show that the blocking effects of traditional DCT transform on small size screen are more obvious, and the encoding is more complex. In contrast, the DCT encoding quadratic interpolation can make clearer images, and can also maintain the constance of coding stream.
