This study attempts to identify the conditions under which “‘sensible’ economic policies will have unintended social, economic, and environmental consequences.” The approach was to use a conceptual model rather than a formal modeling exercise. The conceptual model combines general equilibrium modeling, regression analysis, and groundtruthing using published surveys and secondary data. It is the same approach used in the Tanzania country study, and the reader is here referred to Chapter 5’s introductory material. Figure 5.1 and the accompanying text set forth the framework for analyzing structural adjustment and sustainable development.
