Legal Impediments to the Dissemination of Digital Rights Management Technologies

Both within Europe and in countries outside, there are still significant legal ambiguities and differences that impede the dissemination of Digital Rights Management systems. The technologies are blamed that they do not respect traditional exceptions and limitations to copyright, and, in consequence, they impose restrictions on the use of digital objects. The imposition of payment of the so-called copyright levies by numerous countries is also an obstacle in common DRM acceptation, as well as inconsistent regulation by law - or lack of thereof - of the obligation to provide DRM interoperability.
