A study focuses on the close relationship during crisis between family and the community. In rural areas, the community is the expression of social link as well as a dimension of its materialisation measure. Communication in emergency situations is important and the state can help by setting up some administrative or legal programs like compensation, unemployment insurance, lease cancellation and helping people understand these.
