Early Skip Mode Decision Scheme with target PSNR in H.264/AVC Encoder

We presents an early skip mode decision scheme to reduce the complexity of ME/MD in H.264 encoder when a target PSNR is assigned. Since RDcost for MD process is related with the distortion between original and reconstructed signals, we use a particular RDcost * as a threshold to bypass other modes except ‘skip mode’ while PSNR of the MB is over the traget PSNR * . By applying the proposed scheme, 12~64% of computational complexity is reduced with negligible quality degradation.
