Issues and Challenges in Using Existing Data and Tools for Performance Measurement

Many transportation agencies seek to improve business processes by expanding the use of performance measurement without making significant additional investments in data collection and analysis tools. The purpose of this resource paper is to highlight technical issues associated with the use of existing data and tools for performance measurement in a transportation agency. Common challenges are identified and recommendations are included so that agency staff can anticipate and address the challenges in a proactive manner.
