Some thoughts on bias corrections

Two key questions on bias corrections in SNM accountability are: (1) when should bias corrections be made, and (2) how may the uncertainty associated with the resulting data be expressed. This paper presents some discussion and results that may be of value in finding answers to these questions. (DLC)
