Are Techlaw principles in the Ascendency

Techlaw, specifically the technology neutrality principle, commends itself as an appropriate theme for the keynote address to the SLS Cyberlaw Section as it cuts across a broad cross section of legal subject matter. Technology neutrality is also topical since, having started life as a legislative or regulatory principle, it is now beginning to influence judicial decision making.
