Now, most vector map images are used widely as the ASCII or binary formats in major GIS industries. Among them, most stand-alone and web GIS applications use the binary type vector map image mainly because of their data volume. In this paper, we propose a hierarchical compression technique about the polyline and polygon layers of the detailed binary vector map image for the efficient transmission and secure encryption about important geographic information that require high securities. Our proposed algorithm processes the two step energy compaction on the spatial domain for the lossless/adaptive-lossy compression as the vector reinterpretation, and enables the hierarchical encoding of the data as handling integer and decimal values of 64-bit floating point coordinates separately.
