A low bit rate encoder algorithm for television signals

The contribution made through this dissertation lies in the development of an effective low bit rate television encoder algorithm which decreases computation time by means of the structured use of multiplication operations. This method contrasts sharply with the presently accepted norm where the number of multiplication operations are minimized to decrease complexity and computation time of the coding algorithm. It is shown that the structure of a coding algorithm, developed for hardware realisation, is more important than the minimization of individual multiplication operations. By adapting the structure of the discrete cosine transform to the structure of the new generation TMS32020 signal processor, a flexible low bit rate encoder algorithm achieving a coding rate lower than 0,5 bits per picture element is developed for realtime as well as non-realtime television coding applications.
