Design and Implement of JPEG structure in DRM SYSTEM

In this paper, we propose new JPEG structure for DRM system to a scalable quality service of digital-image-content. It have both preview-data for lowquality and encrypted-data for high-quality. So, end-users must pay for the license to get the full content whether they want to buy it or not. Therefore, end-users can confirm the image content from low quality image without paying for preview it and then can see the best quality image by paying. It needs not an additional data for the high-quality-image but only a key by using to decryption.
