The spoken dialogue is one of the most convenient interfaces between human and computer. But, in spite of the research of speech recognition and spoken language understanding progress field, it takes lots of time and expertise for designing a dialogue system. In this paper, we propose a stochastic strategy for the better dialogue management in spoken dialogue system field. This model is proposed to use dialogue management between a user and the system for more efficient conversation and to solve unpredictable problems. This system has been evaluated by utterance information from HTK(Hidden Markov Toolkit). The dialogue management has been evaluated by flight and train reservation dialogue examples and showed to be useful.
