The frequency spectrum has exponentially been populated by wireless users the past few years. This is especially evident in the unlicensed bands where users do not need authorized permission from frequency assignment entities. However, despite the congestion of the unlicensed bands, a number of licensed bands are not efficiently utilized. Cognitive radios are developed to gain access to these unutilized licensed bandwidths. This paper proposes a proportionally fair rate maximization framework for cognitive radio transmission that aims to maximize the throughput for cognitive radio while producing minimum interference to the primary network.
