This paper discusses the design and Implementation of the signalling, communications and related systems for the Pilbara Iron Ore and Infrastructure Project This project provides a new, 260 km. heavy haul railway between Port Hedland and Cloud Break mine In the Pilbara region of Western Australia. Since this project represents a very large investment to create a significant new player in a booming market for iron are, there has been high focus on achieving the 'first are onto ship' and on controlling the costs prior to generating revenue from iron are shipments. Customer and project management therefore focussed on prioritising activities critical to the first shipment. managing risks to achieving this on time and on containing or prioritising costs. This paper outlines the project background, the basis of design for the railway and the concept design of the signalling and communication systems. In accordance with the customers priorities the concept design has been biased towards established technologies. This paper also reviews the contractual and process approaches used to expedite the project including contract structure, design process, assembly and testing processes.
