DEPLOYING STATEWIDE ITS INITIATIVES : TRANSPORTATION OPERATION COMMUNICATION CENTERS (TOCCS)

The various agencies and partners in Minnesota believe that the TOCC (Transportation operation communication center) concept can work. Several elements must be present for the deployment and to facilitate the partnerships. Strong on-going local leadership is needed to maintain progress and to help refine the project concept as time proceeds. The partners must share a common vision for the project and they must make a commitment to continue to work through any concerns. They must also be willing to share resources and be open to new ideas. There needs to be on-going communication at all levels in the organizations and there needs to be a core group of committed upper level managers overseeing the project. This vision and commitment holds the key to success of this deployment initiative, and future ITS deployment efforts
