A Non-stationary Time Series Model and Its Application

In this paper, a time series analysis model-building and forecast methods are put forward, it is proved that the methods is high precision for building model and application. Us- ing the method, we build the model of Xiang river water level and test model using forecast method.Through application,we know the model is good and useful.
