In orlder to ensure a good quality mesh, most quadtree/octree based inesh generators abide by the one-level difference rule. This rule requires that each time a rectangle is refined, its neighbors have to be examined. If the one-level difference rule is violated, the neighboring rectangles need to be refined This refinement propagation can be very expensive in terms of computing time. In this paper, a new refinement algorithm based on the level-control function is proposed for the quadtree mesh generation. This approach eliminates the refinement propagation problem but it requires the level-control function to be defined on the problem domain For device simulators, the doping profile for initial grids and any error estimate function for adaptive grids are readily good candidates for the level-control functions.
