owadays the Internet is playing a role of social and economical infrastructure and is expected to support not only comfortable communication and information dissemination but also any sort of physical, emo‐ tional, and intellectual activities in a dependable manner. However, the explosive growth of its usage and diversity of its technologies makes it difficult to efficiently manage the Internet. In addition, an inconsistency be‐ tween Internet technologies and the human society forces a complex and unstable tension among end‐users, ap‐ plications, and ISPs (Internet Service Providers). It is thought, therefore, that the Internet is approaching a turning point and there might be the need for rethinking and redesigning the entire system composed of the human soci‐ ety, nature, and the Internet. The Information Network Design Workshop aims at exploring ongoing efforts in the theory and application on a wide variety of research fields related to the design of information networks such as the Internet. Following the last year’s successful workshop in Kokura, Japan, it is our great pleasure to hold this year’s workshop in Barcelona, Spain, for providing an opportunity for academic/industry researchers and profes‐ sionals to share, exchange, and review recent advances on information network design research. We received 18 technical contributions, out of which 13 papers covering a variety of topics and approaches were finally selected for presentation at this workshop. The WIND’09 organizers also feel honored to have the keynote talk of the work‐ shop “Local Level Topological Design in Complex Networks” given by Professor Albert Zomaya from the University of Sydney, Australia.
