Guidelines and Standards for Web Usability

Three sets of web guidelines are compared: the Research-Based Web Design & Usability Guidelines published by U.S. Department of Health and Human Services, a set of guidelines being developed for an ISO standard, and guidelines for academic web sites produced in the UK. A detailed analysis shows that each set of guidelines is strong in different areas. The paper highlights the difficulty of defining what constitutes a comprehensive set of web guidelines. Recommendations are made for areas in which the HHS and ISO guidelines could be extended.
