A highquality wideband speech coderbased on code-excited linear prediction (CELP)algorithm with perceptually constrained variable bitrate (VBR)isproposed in thispaper.A VBR isachieved withthehelpof reconfigurable structure ofmultiband multistage codebook ofexcitation vectors controlled by psychoacoustic model basedon WarpedDiscrete-Fourier Transform (WDFT). Comparison withMPEG1 LayerIIIcodecs at16,24and32 kbpsisimplemented.
