Recent studies onend-to-end congestion control inIP networks havedemonstrated thedifficulties incompromising betweenstability andfairness objectives. Inthispaper, we introduce anewcongestion avoidance model, whichcanmeet thekeycriteria ofbothobjectives withenhancedsource behavior. Ournewschemeprovides local system stability which isscalable to arbitrary delays, capacities and network topologies. Thetradeoff between system stability andresponse speediscontrolled bysingle parameter tuning atsource. At equilibrium, theobtained resource allocation isweighted proportional fairor weightedTCP friendly fairwith appropriate choiceofparameter atsource. Notlikethe arrangement incurrent TCPscheme, inwhichlarge round-trip time(RTT)aretreated withbias, ourresulting weighted allocation schemefavors longdelay flows.
