Cognitive radio is a type of wireless communication and it can be used to find the unlicensed spectrum in the environment. This paper to display the cognitive radio characteristics and it’s role of environment. Cognitive radio is a transceiver and it detects available channels in wireless spectrum. The word wireless spectrum is the part of the radio frequencies. Cognitive radio is run by radio system parameters. The radio system having the following parameters, the parameters are waveform, protocol, operating frequency and networking. The radio regulation is widely regulated by international telecommunication union (ITU) and in US Federal communications commission. All countries having separate telecommunication act. In India TRAI is the telecom regulatory authority.
