AN EVALUATION OF 4800BPS VOICE CODERS

In May 1987 the US. Department of Defense announced a survey of4800 bps voice coders and invitedany interested parties to submit voice coding algorithms for evaluation. The goals of the suruey were to identify a 4800 bps coder suitable for use in digital secure telephones, and to provide a snapshot of the current state of voice coding technology at that rate. Ten candidote algorithms were submitted by university, commercial, and gawrnment organizations. They were extensively tested for intelligibility, uoice quality, androbustnoss. and ratedon a set of criteria including complexity, error tolerance, coding delay, maturity, and expandability. This paper describes the eualuation process andpresents the results.
