7.2 HDTV Down-Conversion Decoder

We propose a HDTV down conversion decoder algorithm which can decode the Grand Alliance HDTV bitstream and display them on an SDTV or NTSC monitor. The key technique is a frequency synthesis which decompresses the HDTV bitstream without full decoding or the spatial sampling process, instead by synthesizing a set of new 8x8 coefficients from the coefficients of four original 8x8 blocks. The method provides high quality reconstructed video with lower spatial resolution and less complexity, and thus less computing and memory requirements.
